Technical Services Manager

Job Introduction

The Facilities Management & Capital Projects Service is seeking an experienced and driven professional to lead our Technical Services function.

We are looking for a dynamic individual with a strong background in managing teams responsible for stock condition surveys, energy data, compliance oversight, building safety, and the development of forward‑looking works plans that support our delivery teams. You will play a vital role in ensuring the Council’s corporate assets are safe, compliant, efficient, and aligned with organisational strategic priorities.

In this role, you will provide day‑to‑day management of key technical service activities, ensuring statutory compliance, robust data management, and proactive building safety across the Council’s property portfolio.

The postholder will hold responsibility for managing budgets and key compliance and building safety contracts, including asbestos management, water hygiene, condition surveys, and other essential technical frameworks. You will provide strategic oversight to ensure services are delivered effectively, efficiently, and in line with best practice.

Collaboration is central to this role. You will work closely with FM Delivery Service Managers, the Capital Projects Team, and the Marine Assets Manager—bringing together insight and expertise across the service to shape delivery plans, technical strategies, and long‑term asset management approaches.

We are looking for someone who is:

  • A confident and effective communicator with strong leadership skills.
  • Highly organised and able to balance strategic thinking with operational delivery.
  • Experienced in complex FM environments, with technical knowledge spanning consultant procurement, contract design, tendering, and statutory compliance.
  • Skilled in translating technical data into meaningful plans and decisions that support the wider goals of the service and the Council.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. The salary you will be offered will be at level A. There will be further opportunity once in post to progress from level A to B, and B to C.

Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.  

Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience. 

We are seeking a Technical Services Manager to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
