Medway Council is committed to delivering exceptional services to our community. We are looking for a dynamic and experienced Senior Programme Manager to join our team and lead strategic programmes that drive sustainable change and improvement across the council.

The Role: 

As a Senior Programme Manager, you will play a critical role in guiding organisational decision-making and influencing the development of long-term strategic plans, programmes and projects. You will be responsible for delivering scalable programmes that establish sustainable delivery flows during and beyond the programme lifetime. Your leadership will embed a programme management culture that enables change and delivery of strategic priorities.

Key Responsibilities:

  • Strategy Formulation: Guide and evaluate strategy development to ensure alignment with the organisational strategy and vision.
  • Commercial Management: Define approaches for commercial management in programmes, integrating commercial considerations into decision-making processes.
  • Communication: Hold complex discussions with stakeholders to create understanding of the need for change.
  • Financial Management: Lead the development of complex benefit scenarios to ensure financial costs are understood and value is delivered.
  • Support Models: Develop a programme management culture within the council for consistent and effective programme delivery.
  • Process Improvement: Champion process review to ensure value delivery and build consensus across stakeholders.
  • Programme Planning: Embed strategies that champion the importance of programme management for financial sustainability.
  • Change Leadership: Deliver scalable programmes that establish sustainable change during and beyond the programme lifetime.
  • Governance and Assurance: Champion governance and assurance mechanisms within programmes, challenging teams and stakeholders to meet standards.
  • Continuous Self-Learning: Keep up to date with technical developments and take responsibility for your own professional development.

Person Specification:

  • Qualifications: A degree in a relevant subject such as business analysis, business administration, project management, or relevant experience in a programme management working environment. Evidence of starting or completing a relevant course at Level 7 or above is desirable.
  • Knowledge: Understanding of organisational psychology, business issues, technology, and financial costs. Ability to explain complex concepts to stakeholders at all levels.
  • Experience: Managing multi-disciplinary teams, leading complex discussions, contributing to policy and strategy development, and using specialist software and tools to manage programmes.
  • Skills: Coaching and leading teams in Agile and Lean practices, communicating complex information, making high-risk decisions, and developing commercial and financial plans.
