Medway Council’s Adult Partnership Commissioning team are looking to recruit a new Programme Lead (Market Shaping and Provider Engagement). We welcome applications from Officers with the relevant experience and a keen drive to deliver a challenging portfolio.
We are looking for an experienced Officer with demonstrable expertise in Market Shaping and care provider engagement. This includes profiling provider market to ensure proactive planning is taken to address gaps in provision securing sufficiency in provision, ensure high standards of service delivery and good safeguarding practices are being embedded. Direct and support the shaping of provider markets to address need and drive service improvements where required
As this lead will be the single accountable officer in respect of all commissioning for the Portfolio area, they need expertise in commissioning services, especially adult social care and /or health services. This will involve overseeing the planning, development and implementation of relevant programmes of work and ensuring they are delivered in accordance with the required outcomes, performance targets, and measurable savings which will include the effective management of risk.
Partnership engagement is a key part of this role. Being able to demonstrate they are able to develop productive partnerships with a variety of stakeholders with conflicting agendas, negotiating ad sharing learning and good practice to maximise opportunities for collaborative commissioning.
Empower and motivate staff to be able to respond effectively to the changing demands of the service through day-to-day direction, ensuring their ongoing and continuous development and achievement of strategic and operational objectives.
Support commissioners to build their resilience to work through complex issues and identify future opportunities for achieving savings, value for money, improved service quality and effectively manage risk.
Ensure that all commissioning activity is carried out in accordance with legislation, national guidelines, Medway Council’s and the Kent and Medway Integrated Care Board’s policies and procedures, and is applied using the principles of good practice including ethics and probity and take account of safeguarding policy and standards.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. This means that the salary you will be offered will be at level A unless, based on an assessment against the CPF criteria, you demonstrate that you are meeting the criteria of level B or C. There will be further opportunity once in post to progress from level A to B, and B to C.

The person specification of a job profile is split into three levels:
Level A details the essential criteria that all applicants must be able to demonstrate through their application and interview.
Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.
Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.
You can demonstrate knowledge, experience and skills to allow you to perform within this role. You will identify, through application, how you meet the elements detailed within the person specification, at either Level A, B or C. You will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
