Housing Leasehold Assistant

Job Introduction

This opportunity is currently being offered on a fixed term contract basis of 18 months; however, if budgets allow the contract length may be extended and/or become permanent, though this is not guaranteed.  If an internal council employee wishes to apply for this role, a secondment opportunity may be considered (please state this on your application).

We are seeking a Housing Leasehold Assistant to join the team at level B. This level attracts a salary that is mid-point of the range. You will have related experience and be able to demonstrate applied and developed knowledge, experience and skills to be effective in this role. All elements of level A and B listed within the person specification are essential.  You will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.  

You will be required to provide a range of general administrative duties in order to support service delivery. To act as the first point of contact for internal and external customers and provide a professional and welcoming environment at all times. 

Liaise with stakeholders in a way that promotes the One Medway Council Plan and embeds our values and behaviours. 

Accountabilities and outcomes: 

To assist with leasehold related matters including Service Charge, Income collection, Lease Extension, Land Sale, Right to Buy applications, and general administration duties. 

To manage the first stages of the Right to Buy and Land Sale application and enquires relating to Leaseholders.

To assist with debt recovery of service charge and ground rent for current and former leaseholders. To use all available resources to trace former debt to the council and make use of debt recovery agencies as appropriate. 

To liaise with internal and external organisation and also support with complaints investigation and response. To assist with bulk communications with customers including mail-outs, bulk email and bulk text message campaigns. 

To provide good customer service by answering telephone calls and emails, resolve them at the point of contact if possible. For complex cases ensuring all details are made available to the Right to Buy Officer and that cases are correctly prioritised.

To raise repairs or maintenance issues reported by leaseholders and follow up with Property Services Team and appropriate contractor. Also assist in responding to alteration requests from leaseholders in liaison with Property Medway Council Job Profile Services team.

Assist with organising and running customer involvement events involving leaseholders and Medway Council HRA residents at the discretion of the Head of Service, such other activities as may from time to time be agreed consistent with the nature of the job described above.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. This means that the salary you will be offered will be at level A unless, based on an assessment against the CPF criteria, you demonstrate that you are meeting the criteria of level B or C.  There will be further opportunity once in post to progress from level A to B, and B to C.

Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.  

Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.
