We are looking for a dedicated, highly organised and motivated Assessment Officer (EHC Coordinator) to join our SEND and Inclusion Service. This is a vital role responsible for managing the 20‑week statutory Education, Health and Care Needs Assessment (EHCNA) process and producing high‑quality Education, Health and Care Plans (EHCPs) for children and young people across all age ranges (Early Years to Post‑16).
As an Assessment Officer, you will play a central part in gathering, analysing and synthesising information from a range of professionals to create clear, outcome‑focused EHCPs that reflect each child or young person’s needs, strengths and aspirations. You will work closely with parents/carers, educational settings, health colleagues, social care practitioners, and other agencies to ensure the process is collaborative, transparent and compliant with statutory requirements.
This role requires someone confident in managing complex information, skilled in written communication, and able to thrive in a fast‑paced, deadline‑driven environment.
What You Will Be Doing
- Managing the full 20-week statutory EHCNA process, ensuring all stages meet legal deadlines and quality standards.
- Coordinating a large, varied and high-volume caseload with accuracy, efficiency and strong attention to detail.
- Drafting clear, accurate and outcome‑focused EHCPs using multi-agency reports and assessment evidence.
- Communicating regularly and sensitively with parents/carers, schools, early years settings, colleges and multi-agency professionals.
- Gathering, analysing and synthesising assessment information to support high-quality decision‑making.
- Using data sets and digital systems to track progress, inform decisions and ensure compliance.
- Representing Medway Council at key meetings, including co‑production meetings, Ways Forward meetings, discussions with partners, and supporting the tribunals team as required.
- Ensuring all EHC processes comply with the Children and Families Act 2014 and the SEND Code of Practice (2015).

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. This means that the salary you will be offered will be at level A unless, based on an assessment against the CPF criteria, you demonstrate that you are meeting the criteria of level B or C. There will be further opportunity once in post to progress from level A to B, and B to C.

The person specification of a job profile is split into three levels:
Level A details the essential criteria that all applicants must be able to demonstrate through their application and interview.
Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.
Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.
You can demonstrate knowledge, experience and skills to allow you to perform within this role. You will identify, through application, how you meet the elements detailed within the person specification, at either Level A, B or C. You will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs.
